Sovereign Development Fund Sees Stronger Inflows in 2026

Deposits into the Maldives’ Sovereign Development Fund (SDF) have climbed to MVR 1.2 billion so far this year, reflecting a 9 percent increase compared to the same period last year, according to the latest fiscal statistics released by the Ministry of Finance and Government Companies.

The ministry’s figures show that by July 16, the government had transferred MVR 1.2 billion into the fund, up from MVR 1.1 billion recorded during the corresponding period in 2025.

The increase comes at a time when the government is also facing significantly higher debt servicing costs, with repayments rising sharply over the past year.

Official data shows the state has spent MVR 9.3 billion on loan repayments so far this year, a 190 percent increase from the MVR 3.2 billion repaid during the same period last year.

The surge in repayments follows the government’s efforts to meet major debt obligations, including the settlement of a USD 500 million external loan earlier this year. The government previously confirmed that money from the Sovereign Development Fund was utilized as part of that repayment.

Created in 2016, the Sovereign Development Fund was established as a financial safeguard to help the country meet large debt obligations, cushion the economy against external shocks and respond to national emergencies. The fund is managed separately from the Maldives Monetary Authority’s official foreign exchange reserves.

The SDF is financed through dedicated revenue streams connected to the aviation sector. These include collections from the Airport Development Fee (ADF) paid by departing passengers, dividend payments from the profits of Maldives Airports Company Limited (MACL), which operates Velana International Airport, as well as revenue generated from revised airport service charges.

The fund has become increasingly important in recent years as the Maldives approaches a period of substantial external debt repayments linked to major infrastructure and development projects undertaken over the past decade.

While deposits into the SDF have continued to grow through dedicated revenue sources, the latest figures highlight the increasing pressure of debt servicing on public finances. Even as the government strengthens the fund, expenditure on loan repayments has risen at a considerably faster pace, underscoring the crucial role the SDF is expected to play in supporting the country’s long-term fiscal stability.
