Final preparations are underway to hand over land plots in Hulhumalé Phase 3 to beneficiaries of the government’s ‘Binveriya’ housing scheme, marking a key milestone in one of the Maldives’ largest urban expansion initiatives.
The Housing Development Corporation (HDC) confirmed that administrative and technical processes are now being completed in coordination with the Ministry of Housing, Land and Urban Development, including site surveys and boundary demarcation, ahead of formal plot handovers.
The Phase 3 reclamation project, covering 63 hectares, was completed on January 25 after being revived under the current administration. The works were awarded to Maldives Transport and Contracting Company (MTCC) following earlier delays that had stalled progress for years.
The ‘Binveriya’ scheme, introduced by the previous government, allocated more than 1,300 plots in Hulhumalé, with 698 plots designated within the newly reclaimed Phase 3. Beneficiaries had previously raised concerns over prolonged delays, particularly as land distribution in Phase 2 progressed while Phase 3 remained incomplete.
Authorities state that the accelerated completion of reclamation has now cleared the way for plot allocation, with agreement signings and registry issuance currently in progress.
A total of seven plot categories will be distributed in Phase 3:
- 181 plots of 1,650 square feet
- 242 plots of 2,050 square feet
- 132 plots of 2,450 square feet
- 62 plots of 2,850 square feet
- 41 plots of 3,250 square feet
- 16 plots of 3,650 square feet
- 24 plots of 4,000 square feet
The allocation process follows a lucky draw held on December 20, determining individual plot locations and numbers for recipients.
The imminent handover is expected to ease housing pressures in the Greater Malé region, while reinforcing the government’s broader urban development agenda centred on Hulhumalé as a long-term solution to land scarcity in the Maldives.
