President Muizzu Approves Comprehensive Prison Reform Plan

President Dr. Mohamed Muizzu has endorsed a wide-ranging plan aimed at enhancing rehabilitation and work opportunities for inmates, both within correctional facilities and the broader community. The reforms, designed to improve the reintegration of prisoners, were approved following discussions during a Cabinet meeting on December 1, 2024.

The initiative introduces a structured framework under which inmates who successfully complete rehabilitation programs will be eligible for sentence reductions and pardons. These programs will be overseen by the Ministry of Homeland Security and Technology in collaboration with the Maldives Correctional Service.

Key Elements of the Reform

The reforms include several major changes, such as the development of new rehabilitation guidelines and the expansion of employment prospects for inmates. Opportunities will be provided both within prison facilities and through community-based programs. Additionally, the framework links rehabilitation progress to mechanisms for parole, sentence reduction, and pardons.

Another significant aspect of the plan is the enhancement of community service initiatives. These are intended to allow inmates to contribute positively to society while gaining valuable work experience.

Implementation Strategy

To ensure the successful rollout of the reforms, the President has tasked relevant government agencies with specific responsibilities. Each agency will follow a clear timeline to achieve and monitor the key objectives of the plan. This coordinated approach aims to strengthen the overall effectiveness of the prison system while promoting the rehabilitation and reintegration of inmates.

These measures reflect the government’s commitment to modernizing the correctional system and providing second chances for those who demonstrate a willingness to reform.
