MACL Successfully Conducts ICAO-Mandated Emergency Drill at Velana Airport

By Ahmed Ashraf Published September 9, 2025

Velana International Airport (VIA) has successfully completed its latest Airport Full-Scale Emergency Exercise (AFEX), a mandatory drill designed to test the airport’s crisis readiness and coordination across multiple agencies.

The exercise, held on Monday from 4:00 p.m. to 9:00 p.m., involved 33 government institutions, security forces, and healthcare providers, with simulations extending to all major hospitals in the Malé area. AFEX is part of the compliance framework set by the Maldives Civil Aviation Authority (MCAA) and the International Civil Aviation Organization (ICAO), requiring airports to regularly test their emergency response strategies, standard operating procedures (SOPs), and airline contingency plans.

Following the drill, stakeholders gathered at Hulhule Island Hotel for a debriefing session, where observations and areas for improvement were discussed.

CEO’s Commitment to Safety

Speaking at the meeting, MACL’s CEO and Managing Director Ibrahim Shareef Mohamed underscored that the airport’s foremost responsibility during any crisis is to safeguard lives. He stressed that seamless inter-agency communication is critical to ensuring swift, coordinated action.

“Saving lives must always be our priority. AFEX allows us to identify gaps and strengthen our ability to respond effectively. I will personally oversee the corrective measures needed to address the issues identified” Shareef said, while also commending all agencies for their professionalism during the exercise.

Importance of AFEX

AFEX plays a pivotal role in Maldives Airports Company Limited’s (MACL) operational strategy, ensuring that VIA remains fully compliant with international aviation safety standards. It not only tests airport and airline emergency protocols, but also strengthens coordination among police, military, fire services, healthcare, and airport personnel.

By simulating real-world emergency scenarios, the exercise ensures that VIA — the country’s busiest international gateway — maintains resilience and readiness against potential crises.

The completion of AFEX reinforces VIA’s position as a critical hub for Maldivian tourism and trade, while assuring travelers that the nation’s primary airport is committed to the highest standards of safety and operational excellence.
