Maldives and IMCTC Sign Strategic Pact to Advance Military and Digital Security

The Islamic Military Counter Terrorism Coalition launched two major strategic initiatives in Malé yesterday, strengthening military readiness and cybersecurity capabilities in the Maldives. The event was attended by Minister of Homeland Security and Technology Ali Ihusaan, IMCTC Secretary General Maj Gen Mohammad bin Saeed Al Moghedi, and senior military, civil, and diplomatic representatives.

Strengthening Naval Readiness through the “Competence” Initiative

The “Competence” programme focuses on enhancing the operational preparedness of the Maldives National Defence Force, particularly in countering naval mine threats. The initiative introduces a structured training curriculum that blends theory with practical exercises. Participants will receive instruction on mine classification, safe demining procedures, and advanced underwater operations using modern detection and clearance technologies.

Building Cyber Resilience through the “Cyber” Initiative

The second initiative aims to fortify the Maldives digital defences. This includes specialized training in cyber threat detection, digital security protocols, incident response, and strengthening the resilience of national critical infrastructure. Officials noted that the programme aligns with the Maldives broader push to reinforce cybersecurity amid evolving global risks.

Strategic Training Pact Signed

During the ceremony, IMCTC and the Maldivian Ministry of Defence signed a Joint Training Document that sets the framework for implementing the upcoming programmes. The agreement covers military and technical training, knowledge exchange, and comprehensive capacity building to counter emerging threats.

IMCTC Highlights Support from Saudi Leadership

In his remarks, Maj Gen Al Moghedi underscored the strong support of HRH Prince Khalid bin Salman bin Abdulaziz Al Saud, Saudi Arabia’s Minister of Defense and Chairman of the IMCTC Ministers of Defense Council. He said the Prince’s strategic direction remains central to the coalition’s efforts in strengthening the capabilities of member states.

Al Moghedi added that the launch of the initiatives with the Maldives demonstrates IMCTC’s commitment to enhancing national capacities across its core counterterrorism domains which include ideology, communications, counterterrorism financing, and military cooperation. He stressed that modern security challenges require integrated military readiness and resilient cyber systems to safeguard national stability.

Maldives Welcomes Deeper Security Cooperation

Minister Ali Ihusaan expressed appreciation for IMCTC’s continued support, noting that both initiatives address critical national needs in defence and digital security. He said the programmes will help Maldives strengthen its ability to safeguard its sovereignty and maintain internal stability.

A Milestone in Regional Security Collaboration

The event concluded with both sides reaffirming their commitment to expanding cooperation in training, development, and capacity building. Officials noted that the “Competence” and “Cyber” initiatives mark an important milestone in IMCTC Maldives relations and will contribute to broader regional stability by enhancing preparedness against terrorism and extremism.

The initiatives form part of IMCTC’s ongoing efforts to assist member states through advanced programmes that boost military strength, reinforce cybersecurity, and improve collective readiness to confront evolving security threats.
