Maldives Upholds Stance on HTS: Syria’s Ruling Entity Classified as Terrorist

The Maldives has reaffirmed its classification of Hayat Tahrir al-Sham (HTS), which recently assumed control over Syria’s government, as a terrorist organization. It has also upheld the prohibition on Maldivian citizens traveling to Syria. Following the uprising against Bashar al-Assad’s 24-year regime, which led to his resignation and departure from the country, HTS temporarily took over governance in Syria.

Since 2019, the Maldives has designated HTS as a terrorist group under its Anti-Terrorism Act. Additionally, Syria is recognized as a conflict zone, restricting travel for Maldivians. As mandated by the Anti-Terrorism Act, the list of terrorist entities and conflict areas is reviewed annually. The latest list from the President’s Office shows no revisions to the existing designations; thus, HTS remains among 20 identified terrorist organizations. Syria continues to be classified as a conflict zone with travel restrictions.

The President makes these designations based on recommendations from the Maldives National Security Council. Engaging with or aiding terrorist organizations constitutes a grave offense that incurs severe penalties.
