In a decisive move to uphold justice and transparency, President Dr. Mohamed Muizzu has established a Special Presidential Commission to investigate the circumstances surrounding the tragic incident involving 21-year-old Hawwa Yumnu Rasheed, who was found critically injured on a rooftop in Malé on April 18.
Invoking the authority granted under Article 115(k) of the Maldivian Constitution, President Muizzu’s decree mandates the commission to conduct an independent, impartial, and credible investigation into the events leading to Yumnu’s fall. The commission is tasked with examining the actions taken by relevant institutions thus far, identifying any lapses, and recommending necessary measures to ensure justice is served.
The commission comprises esteemed members: Dr. Mohamed Munawwar (Chairman), Brigadier General (Rtd) Ahmed Mohamed, and Dr. Mohamed Habeeb. They are empowered to seek assistance from all state institutions, involve foreign experts, exercise law enforcement powers as per the Criminal Procedure Act, and summon individuals or documents pertinent to the investigation.
This initiative comes amid public outcry and protests demanding accountability and transparency in the investigation. Critics have raised concerns over the initial handling of the case, alleging delays and potential interference due to the involvement of individuals connected to high-ranking officials. Notably, Izdhiyaan Mohamed Maumoon, a former Undersecretary at the President’s Office and nephew of Transport Minister Mohamed Ameen, was among those present during the incident and has since been dismissed from his position.
President Muizzu has acknowledged the need for improved communication from law enforcement agencies, emphasizing that timely and transparent information sharing is crucial to maintaining public trust. He has urged the public to approach the situation with discernment, cautioning against the politicization of the tragedy.
The establishment of this commission underscores the administration’s commitment to justice and the rule of law. The commission will remain active until it fulfills its mandate, ensuring a thorough and just resolution to this deeply concerning incident.
