Tourism and Trade at Risk: Maldives Watches India-Pakistan Escalation Closely

By Ahmed Ashraf Published May 7, 2025

A sharp escalation in hostilities between India and Pakistan is sending ripples of anxiety through the Maldives. As the two nuclear-armed South Asian giants lock horns over renewed disputes, Malé is assessing what the fallout could mean for the island nation’s security and economic stability. The stakes are high: any regional turmoil threatens to upset the Maldives’ delicate diplomatic balance and its tourism-dependent economy.

South Asia Crisis Deepens: A recent terror attack in Indian-administered Kashmir sparked Indian military strikes inside Pakistan, igniting the worst India-Pakistan standoff in years. Both sides report casualties amid cross-border skirmishes, drawing urgent international calls for restraint.

Maldives’ Security Concerns: The Maldives, a small island state with limited defense capabilities, is vulnerable to regional disruptions. A serious conflict between its two large neighbors would pose strategic and economic challenges, and could affect maritime security, imports, and access to regional trade.

Tourism at Risk: Tourism drives roughly one-third of Maldivian GDP, and any perception of instability in South Asia could deter travelers. Past diplomatic rifts have shown how visitor numbers from key markets like India can quickly decline.

Neutral Diplomacy: The Maldives maintains close ties with both India and Pakistan and is striving to remain neutral while protecting its national interests. The government has called for dialogue and regional stability, advocating for peaceful resolution.

Rising Tensions Between India and Pakistan

Recent weeks have seen India-Pakistan tensions spike. A deadly bombing in Pahalgam, Kashmir that killed dozens led to retaliatory Indian strikes on militant targets across the border. Code-named “Operation Sindoor,” the Indian action marked one of the most significant cross-border incursions in years. Pakistan responded by accusing India of violating its sovereignty and ramping up its defenses.

India also announced the suspension of the Indus Waters Treaty and accelerated dam projects in Indian Kashmir, while seeking international support to isolate Pakistan. In response, Pakistan conducted missile tests and intensified cross-border fire. The United Nations and several nations have urged both sides to exercise restraint.

Much of the diplomatic framework that once helped manage Indo-Pakistani conflicts is now under strain. The absence of effective de-escalation mechanisms increases the risk of a wider conflict.

Security and Economic Stability Fears in Malé

Although geographically distant, the Maldives is sensitive to instability in South Asia. A broader conflict could disrupt regional maritime routes and trade, affecting imports of food, fuel, and other essentials. The Maldives relies heavily on Indian supplies and any interruption could lead to shortages or price hikes.

The country is import-dependent, with imports accounting for a significant portion of GDP. Disruptions to regional trade would directly affect the national economy. Potential global oil price surges would further strain government finances.

Another concern is the welfare of foreign workers in the Maldives and Maldivians residing in India and Pakistan. Authorities have issued advisories and are monitoring developments closely.

Officials stress there is no immediate threat to national security. However, indirect consequences—such as shortages, inflation, and currency pressure—are being considered in contingency planning.

Tourism Industry Braces for Impact

The Maldives’ tourism sector could be the first to feel the economic impact of regional conflict. Tourism is the backbone of the economy, and even distant instability can cause global travelers to rethink their destinations.

India, once the Maldives’ largest tourist market, saw a sharp drop in arrivals during previous periods of tension. The current conflict raises concerns over renewed declines and broader regional caution among travelers.

The perception of South Asia as unsafe can deter visitors, even when the Maldives itself is stable. Airlines may face route disruptions if regional airspace becomes restricted, complicating international access.

Governments could issue travel advisories that include or affect the Maldives, especially if flight routes pass through conflict zones. This perception risk can be as damaging as actual threats.

Tourism authorities are proactively promoting the Maldives as a secure and isolated destination, far from mainland conflicts. Efforts to diversify source markets and boost visibility in East Asia, the Middle East, and Africa are ongoing.

Tourism statistics remain strong for now, supported by arrivals from China and Russia. However, planners remain cautious, developing emergency marketing and financial support strategies to stabilize the industry if regional tensions escalate.

Diplomatic Tightrope and Calls for Restraint

So far the Maldivian government is maintaining a neutral stance. As a friend to both India and Pakistan.

Balancing these relationships is challenging. India has sought international condemnation of terrorism, while Pakistan has rallied support in Islamic forums. The Maldives, while a member of the OIC, traditionally supports India’s position on Kashmir. Malé continues to uphold the principle of non-interference while reaffirming strong ties with both sides.

Domestic political dynamics influence foreign policy rhetoric. While some groups in the Maldives express critical views of India, others prioritize India’s importance to the country’s security and economy. The government must manage both external diplomacy and internal political expectations.

Outlook: Cautious Optimism Amid Uncertainty

The Maldives remains hopeful that diplomacy will prevail and that India and Pakistan will de-escalate. However, it is preparing for various scenarios, strengthening reserves, securing critical imports, and staying in close contact with international partners.

In the meantime, the country continues to emphasize its neutrality while promoting stability and resilience. As tensions mount on the subcontinent, the Maldives stands watchful—determined to weather regional shocks without compromising its peace or prosperity.
