Maldives becomes 111th member of ICAO Public Key Directory, strengthening ePassport security

By Hussain Shinan Published 2 hours ago

The Maldives has officially joined the International Civil Aviation Organization’s (ICAO) Public Key Directory (PKD), becoming its 111th member in a move aimed at strengthening passport security and improving international travel for Maldivian ePassport holders.

Maldives Immigration announced that the country’s accession was formalised during an ICAO Public Key Directory Import Ceremony held in Montréal, Canada, on July 10, 2026.

The Maldives was represented at the ceremony by Controller General of Immigration Ahmed Waheed, alongside Deputy Controllers of Immigration Ahmed Fahmy and Mohamed Shifan.

The development marks an important step in strengthening the international recognition and electronic verification of Maldivian passports, particularly as countries increasingly rely on biometric travel documents and automated border control systems.

The ICAO Public Key Directory is an international platform that allows participating countries to securely exchange the digital certificates required to authenticate electronic passports.

Modern biometric passports contain electronic chips that store identifying information, including the passport holder’s personal details and biometric data.

The information stored on these chips is protected through digital signatures issued by the passport-issuing country.

Through the ICAO PKD, immigration and border control authorities can access the certificates needed to verify whether the information on an electronic passport’s chip was issued by a recognised authority and has remained unaltered.

This additional layer of verification helps border officials identify potentially fraudulent travel documents and strengthens confidence in the authenticity of passports presented at international checkpoints.

For Maldivian travellers, membership could contribute to smoother passport verification at international airports where the relevant systems are supported and implemented.

It also creates opportunities for more efficient processing through electronic border control facilities, although access to automated immigration gates remains subject to the individual policies and technical requirements of destination countries.

The move is particularly relevant as international aviation authorities continue to strengthen measures against passport forgery, identity fraud and the misuse of travel documents.

ICAO, a specialised agency of the United Nations, establishes international standards and recommended practices for civil aviation, including specifications for machine-readable travel documents and biometric passports.

Its Public Key Directory supports the implementation of these standards by providing a trusted mechanism for sharing and verifying the digital certificates associated with electronic travel documents.

By becoming a member, the Maldives joins a growing international network of countries working to improve the security and reliability of cross-border identity verification.

The development also supports Maldives Immigration’s wider efforts to modernise border management and strengthen the use of technology in immigration services.

As an island nation heavily dependent on international air travel, the Maldives has a strong interest in maintaining secure and efficient travel document systems.

Reliable passport authentication is important not only for Maldivians travelling abroad but also for international cooperation between immigration authorities and the prevention of cross-border document fraud.

While the country’s membership strengthens the technical framework supporting Maldivian ePassports, it does not automatically change visa requirements or guarantee faster immigration clearance in every destination.

Such benefits depend on whether receiving countries use the ICAO PKD infrastructure and have the necessary verification systems in place.

Nevertheless, the Maldives’ entry into the directory represents a further step towards aligning its travel document security arrangements with international aviation standards.

Maldives Immigration described the development as a significant milestone in improving the reliability of Maldivian ePassports, facilitating international travel and contributing to global efforts to combat passport fraud.
