Crime will no longer pay: ACC welcomes landmark asset recovery bill

The Anti-Corruption Commission (ACC) has welcomed the government’s submission of the Proceeds of Crime Bill to the People’s Majlis, describing the legislation as a historic milestone in strengthening the Maldives’ fight against corruption and serious financial crime.

The Commission said the proposed law would establish a stronger legal framework to recover assets and wealth obtained through major criminal activities, prevent offenders from continuing to benefit from illicit proceeds, and strengthen efforts to protect state resources.

According to the ACC, the legislation could also enhance cooperation among state institutions in recovering unlawfully acquired assets and safeguarding public wealth for future generations.

The Commission pledged to work closely with relevant state institutions and international partners to support the effective implementation of the framework once enacted. It said an effective asset recovery system would contribute to strengthening the rule of law and ensuring justice.

The ACC also expressed hope that the People’s Majlis would conduct a technically sound review of the legislation and pass it without unnecessary delay, allowing the proposed framework to be put into practice.

President Dr Mohamed Muizzu announced the submission of the bill in a post on X, saying one of its main objectives is to establish a comprehensive legal mechanism for confiscating property acquired through serious criminal activity.

The President said preventing offenders from retaining or benefiting from criminal proceeds would reduce the financial incentives behind major crimes.

He also said the legislation seeks to address existing legal obstacles faced by the state when attempting to recover public assets unlawfully acquired or misappropriated through criminal acts.

The bill’s submission marks a major step towards giving authorities stronger legal mechanisms to pursue illicit wealth, with its effectiveness ultimately depending on the provisions approved by Parliament and their subsequent enforcement.
