New legal push by President Muizzu targets gambling and casino operations

By Ahmed Ashraf Published December 10, 2025

A bill has been submitted to the People’s Majlis today to amend the Maldivian Penal Code and designate gambling and operating gambling establishments as criminal offenses. The proposal, announced by President Dr Mohamed Muizzu through an official social media post, marks a significant step in strengthening national laws that protect social order and uphold Islamic principles.

While the President’s statement focused on the legal change, broader public sentiment reflects deep concern about the rapid rise of gambling related activity in the Maldives. Many communities describe it as a growing epidemic that is affecting families, enabling hidden networks and drawing vulnerable individuals into harmful financial patterns. In Islam, gambling is strictly prohibited, and public pressure has continued to build for stronger legal action.

Officials note that illegal betting rings and offshore digital platforms have become increasingly accessible in recent years. The new amendment is expected to give law enforcement clearer authority to investigate and prosecute both operators and participants.

The government frames this legislative move as part of its wider effort to fortify national values, modernise the legal system and respond to community level concerns. Debate will begin once the Majlis places the bill on its agenda.
